AbstractKampungs are the informal, unplanned and until recently un serviced housing areas, which form a large part of most Indonesian cities. Kampungs in urban centres have very high population growth rate of a bout four percent per year. Population density in several kampungs exceed s 1 , ODO persons per hectare , which reduces the opportunity for decent living. The physical conditions of housing and habitat f or a large part do not fulfill the requirements for a healthy environment. Afford ability of a large part of kampung population is very low. The price of the urban land is too high a nd there is limited public and private capacity to develop the ne cessary infrastructure a nd facilities for ho us ing. The problem can not b e solved b y adopting conventional housing approaches. PERUMNAS <National Urban Development Corporation) has started providing vertical housing <urban renewal) to solve the problems in the Kebon Kacang area o f Central Jakarta. The aim of the urban renewal project was torehous e as many original inhabitants of the kampung as possible and to improve their living conditions. This study aims at an evaluation of the Kebon Kacang urban renewal project, through a n analysis of the prevailing conditions and of the opinions of the inha bitants who have been aff ecte d by the project. It a l so comp ares the living co ndi t ions of the community in t h e renewal project with their previous living conditions a nd those i n the k a mpung ne ar the project. The mai n finding o f the st ud y i s that only 22 percent of the origi nal inha bitants were rehoused in the renewal area and that co nse quentl y the project was n o t a suitable sol uti o n for the lowincome people. Ther e was a cross subsidy but t he sales price of the flat s was st ill t oo high and most original inhabitants could not afford the flats. The flat inhabitants were satisfi e d wit h the living co ndi tions but the degree of acceptance of t he d esign was low. A r e ntal system may b e an alternative for low-income people to ha ve access to he a lthy dwe lling units in the central ci t y area. i
