| Abstract | This research study aims to examine the general planning
process for rural development at the local level in Thailand and
to make comparisons on the level of development participation of
tambon councils between an area under the DDMP project and another
one outside this project. It seeks to get insight on how the
provincial development plan affects the people in rural areas and
the way in which people participate in rural development efforts.
Although the first four national plans (1961 - 1981) had brought
about a substantial modernization of the Thai rural landscape,
they did not succeed in eliminating rural poverty. This can be
attributed to the centralized nature of the planning and
implementation process. Since the Fifth Plan ( 1982 - 1986), however,
a new planning system for rural development has been adopted. The
new system has strengthened the role of local planning units and
rural people in rural development, with decentralizing some
planning authority to the local level. In practice, it was found
that generally the performance of rural development planning at
the local level was fairly good but there we r e some problems that
nee d to b e solved in the later phase of rural development. These
problems were the limitation of authority of provincial planners
in deciding their own policy framework, the limited use of the
dat a bas e in planning, the shortage of support to the local level
by central ministries, and the lack of coordination in a certain
aspects among line agencies.
It is known that the tambon council is the smallest unit of
regular ad ministration and of the new management system for rural
development. This importance role led to the DOMP project
emphasizing the improvement of the capability of the TC so that
the goals of rural development could be rapidly ac hi eve d. It was
found that although this project had undertaken its task in a
certain areas, generally there was no significant difference in
the context of peoples' participation between the two areas under
the study. In addition , the findings shows that participation of
tambon councils in both areas is active largely as a result of the
the Rural Employment Generation Programe (REGP). This is because
the REGP h as allocated a certain amount of funds directly to the
tambons and drawing from this it is justifiable to say that the
degree of peoples' participation heavily depend s on the
decentralization of authority to local level. However, with
several existing responsibilities assigned by the government, the
tambon council still h as to limited sources of income which makes
it unable to fully participate in the development of their own
communities. Another factor that affect the level of participation
is concerned with the structure of tambon council itself.
