| Abstract | This study identified inadequate government resources and
incompatible strategies as major issues confronting the present slum
upgrading program. With the objective of evolving a more appropriate
slum upgrading program, the experiences of five community Rho have
upgraded their settlements through community self-reliance, were
explored. Factors that contributed to their successful upgrading and
components of upgrading best accomplished through community self reliance were identified.
Findings prove that in order to replicate the success of the five
communities in other communities, certain social, economic and political
conditions must be ensured. Moreover in order to encourage and motivate
community self- reliance, certain external assistance must be provided.
All pledging self- reliant communities are in the process between
the incipient, the transitory and the advanced stage of self-reliant
development. Self-reliance increases gradually. Its growth is
commensurate to the degree of change of the socio- economic and political
conditions as well as various forms of direct and indirect assistance at
any one point in time.
Having analyzed the incremental growth of self-reliance in five
communities, the key elements of an assistance program to help
communities at different stages of self-reliant development was drafted.
G. 0. s and N. G. 0. s as program facilitators are projected to play
advisory, reconciliatory and provider roles for potential self- reliant
communities. Communities are expected to have some form of organization
and to have the initiative in soliciting the assistance they require
from G. 0. s and N. G. 0. s. |
