| Abstract | Taipei Zoning Control Regulation (TZCR) was promulgated on
April 25, 1983 and put in force step by step based on the
120 planning districts of the city. The major objective of
this study is twofold: First, a macro-scale, to analyse the
theoretical and actual city-wide impacts of the new zoning system
in terms of land use intensity. Second, a micro-scale, to examine
how far the new ZR as applied in practice, meets its own
objectives.
The findings from the macro-scale analysis show that
although the new ZR could bring about a substantial reduction of
total floor area supply to the entire city, the phased
enforcement system had caused serious inequities between zoned
and non-zoned areas. Besides, the short - , medium- and long- term
actual impacts of zoning to the inner city and fringe areas are
found very different. The micro- scale analysis shows that the
most important underlying zoning objective - to provide more open
space by means of incentive bonus, h ad a " zero achievement".
Recommendations to make zoning more effective include the
revision of the Bonus Regulation, the introduction of innovative
zoning devices such as Planned Unit Development (PUD) and
Transferable Development Right (TDR) for Taipei City.
Furthermore, for other cities in Taiwan, the phased transition of
density standard over time together with the enforcement to the
entire city simultaneously, might be considered as an alternative
way in the future development of zoning. |
