| Abstract | 'Mess' is a traditional and active housing system in
Bangladesh. In this system, a group of single persons rent a room
or a house by making equal contribution and generally organizing
the preparation of meals jointly . About 80,000 single persons,
most of them low and lower middle income salaried persons, are
believed to be staying in messing system in Dhaka city. Most of
the messes operate in the private sector. The physical conditions
and living environment of these private messes in Dhaka city are
far from the ideal.
The present study was aimed at formulating and designing
projects for better standard mess housing within affordability of
the salaried persons. Case studies of six messes implemented in
the public sector and eleven private messes were undertaken for a
survey of the existing situation. Secondary data available from a
previous study on the messes of Dhaka were also utilis ed in this
res earch. Attitude of the government officers, employers, private
developers and mess owners towards proposed projects were
surveyed and positive response was obtained from all excepting the
big private developers .
Two projects, one of a pucca structure at Dhanmandi and
other of a semipucca structure at Mirpur have been designed for
class II, III, IV employees working in public sector or their
equivalents in the private sector. The pucca one is for the
employees with total salary from Tk 875 to Tk 2275 and the
semipucca one for those with salary from Tk 2276 to Tk 3975.
Financial analysis shows that the projects are viable both
for the public and private sector at existing special annual
rates of interest (10.5 percent for private sector and 5 percent
for public sector) . |
