| Abstract | For the past two decades, shanty upgrading programs have assumed increasing importance in housing action for low-income groups. Unlike
the shanty clearance carried out in the past, shanty upgrading minimizes the disturbance to low-income residents in that the shelters are left as they are or improved and provided with d mix of infrastructural
improvements. However, it is not feasible t hat all shanty settlements be upgraded nor is it always the case that resettlement can be avoided.
For some shanty settlements--- particularly those outside the mainstream of upgrading efforts--- resettlement provides opportunities for improving the housing condition of shanty dwellers. In Colombo where
government policies do not allow for upgrading in selected areas---ie. areas unprotected by the Kelani Ganga's flood protection bund, areas
requiring major landfilling but for which there are no such immediate plans, and areas o f higher-value uses---resettlement in alternative
locations provides possibilities for improving the residential
conditions of shanty dwellers. |
