| Abstract | The construction sector in Cambodia is crucial for national economic development, greatly impacting GDP and employment levels. In this sector, Mechanical, Electrical, Plumbing & Firefighting (MEPF) system some of the most complicated and quality-critical elements of construction projects. Nevertheless, MEPF contractors in Cambodia frequently depend on conventional management methodologies and inadequately qualified staff, resulting in design errors, defects and delays, improper coordination, material delays, and insufficient quality assurance. This study examines the quality management methods of MEPF contractor in AV office & hotel project in Banteay Meanchey Province, which adopt the Design-Bid-Build (DBB) project delivery system, in order to identify significant quality issues and offer a better framework under this traditional contracting arrangement.This study utilizes a case-study technique, supplemented by a literature analysis and data gathered from the project documents and field experience. Basic concepts from Prof. Hadikusumo (2013 &2025), Ashord (1989), and Rumane (2011) are utilized to evaluate the contractor’s quality system efficiency across the design, engineering, procurement, and construction stages. The study identifies strengths in formulating a quality management consistent with ISO 9001:2015, comprising authority, quality assurance/quality control processes, and documentation management. However, problems remain, including inexperienced personnel, frequent turnover of consulting staff, inadequate internal coordination, and delays in material delivery due to border logistics between Cambodia and Thailand.To tackle the issues, this thesis recommends a structure that emphasized the early engagement of quality consultants/contractor, enhanced documentation and digital monitoring systems, and continuous staff training. The framework promotes an evolution from responsive to preventive quality management via digital integration, regular audits, and assessments of lessons learned. The implementation of these approaches can improve compliance, minimize delays and rework, and improve customer confidence in Cambodia’s MEPF construction industry. |
