AbstractThe motorcycle industry of Thailand at present faces the local content requirement set by the government policy. Savings of foreign exchange, utilizing local resources and employment generation are the prima faci of such policy. This study has been aimed at suggesting a framework for attaining the 50 percent local content requirement problem. The existing state of the motorcycle industry of Thailand has been studied and possible alternatives are indicated. The study emphasizes on two conflicting objectives: to create more employment and to minimize cost. In the quantitative approach this study is an attempt to obtain an algorithm to solve a bicriterion linear programming problem in order to provide an optimal compromise solution between the two objectives, The preference, if any, of the decision maker to a certain objective can be accommodated in the next step. In the context of the presence of three subsystems in the Thai motorcycle production system, the possibility of industrial cooperation to establish one supplier plant has been discussed. Factors of mutual benefit such as capital acquirement, reliable supply and future expansion are considered as advantages of such an approach. To make such an approach successful, the need of high level of managerial and supervisory skills to handle manufacturing operations is discussed. The possibility of increased employment potential of the motorcycle industry through the growth of it along with the advancement of the related establishments is also indicated.
