Economic effects of the reconstructed Pattani-Narathiwat highway in Southern Thailand

AbstractThe objective of this research was to investigate the effect of the reconstructed Pattani-Narathiwat Highway on the economic development of the area traversed by it. The area comprises the following eight amphurs (districts): Muang Pattani, Yaring, Panareh, Mayo, Sai Buri, Bachoh, Yingo, and Muang Narathiwat. Traffic studies were conducted to determine the patterns and trends of the traffic on the highway. Detailed analyses of the economic benefits, mainly indirect benefits, which might have been induced by the improvement of the highway are presented. Indirect benefits were evaluated from the development of agriculture, forestry, and social activity. The present research utilized a combination of time-series and cross-sectional analysis techniques to investigate the changes in economic activity. Time-series changes in agricultural production, forest production, and social activity were analyzed by comparing the data with those of a datum area, which had similar environmental conditions and supposedly was not influenced by the highway improvement. The datum area selected was Changwad (Province) Pattani combined with Changwad Narathiwat, excluding the eight amphurs traversed by the reconstructed Pattani-Narathiwat Highway. The inference to be drawn from this comparative study is that the improvement of the Pattani-Narathiwat Highway failed to act as a catalyst to accelerate the development of agriculture and forestry in the influenced area. The reconstructed highway seems generally not to have affected social activity; however, it is believed to have caused an increase in the number of commercial and business establishments in the amphurs traversed by it. Some increases in roadside land values occurred after the completion of the improvement. The reconstructed Pattani-Narathiwat Highway appears to have played a significant role in the growth of road transport activity in the Southern region. The alignment of the reconstructed Pattani-Narathiwat Highway is practically parallel to the section of the Southern main railway line running from Khoke Pho to Tan Yong Mat; the distance separating the two is but some 30 kilometers. Consequently, the two modes of transportation are located so as to create competition with one another. The present research sought further to investigate this competitive effect. Rail carload and less- than-carload freight and the number of passengers carried by the study railway, and their corresponding revenues were studied in detail. It was found that only despatched carload freight revenue experienced a loss after the opening of the reconstructed Pattani-Narathiwat Highway.
