AbstractIn this study, a framework for the feasibility of automobile industry has been proposed. Different factors affecting the establishment of automobile industry have been explored and discussed. The take-off points for local assembling and local manufacturing have been derived in a conceptual model. Also, the economic and fiscal impacts of establishing the industry in an area have been discussed. This study is also aimed at constructing a framework for solving the plant location problem. All the factors and sub factors affecting plant location decision have ,been identified. The importance of and the way in which the factors affect the decision have been discussed. Evaluation of ,costs and quality associated with these factors has been suggested. For evaluating the intangible-factors relative importance have been assigned to the factors and the possible states of presence of each factor have been defined by five degrees. Points have been assigned to different degrees according to the linear method. Variability concept and exponential model have been used a a quantitative approach to select the most optimum location from the candidate location. In applying the concept of variability to analyze the tangible factors the costs of each factor at different locations have been used as the variables. In analyzing the intangible factors the point obtained by each factor in different locations have been used as the variables. An example has been worked out to illustrate the approach, and the result \'has been compared and found to be agreeing to that obtained by using another model.
