| Abstract | Urbanization is urgently in Asia in order to realize economic development. The City as an instrument of urbanization is a very complex system including many social and physical subsystems. A single new city module of 300,000 residents is taken for studying the entire process of growth and development. Five development stages exist in the entire process. The first stage is for planning evaluation, and land acquisition and· is estimated to be two years in duration. Then three 5 year are stages envisioned for construction and immigration. population growth. The last stage has 35 years for natural population growth. This thesis considers through the fourth stage only. 162 activities are identified along with time and cost estimates. They are formulated into a network diagram and then analyzed using RT and related network techniques. There are 182,664 critical paths consisting of 130 critical, 10 semi-critical, and 22 noncritical. activities. Hence, controlling the critical activities is suggested while the new city project is implemented. The total capital investment for the first four stages (17 years) is estimated to be US$836,875,000 -- a large amount, especially for the developing countries in Asia. Average yearly cost throughout the first four stages is US$49,222,000. ·But the cheapest yearly cost is US$300,000 (1st year) and the greatest yearly cost is US$80,151,000 (14th year) |
