| Abstract | Water, was the motive behind the creation of the Jatiluhur River Basin Authority. It has been given the powers to manage all the water resources in their region, and to use it to serve the community. The legitimate water users are of very wide spectrum ranging from potable water supply and irrigation to waste and wastewater transport. While the first group, in the past, always received serious attention, the latter stayed well in background. This was understandable, because welfare and food were first priorities. At this stage water management of the Authority was solely based on water quantity criteria. But, with the increased activities and development at present, the clash between those two groups of diametrically opposed water users will be inevitable, To avoid the disastrous effects of waste and wastewater transport in the open streams, the Authority has to start to incorporate water quality aspects into their present water management system. Because of the very complex nature of this concept and the many constraints to be faced, it is realized that implementation in stages is the best approach. A strategy is to be needed for the implementation of the new concept without any delay, and therefore, first of all the Authority has to modify and improve their internal system. Future project should be more comprehensive planned and take into consideration all environmental impacts, a surveillance and monitoring system should be set up to measure and retrieve all the important environmental parameters, and while awaiting the issuance of a formal water quality standard, an arbitrary but rational standard can be used for evaluation of conditions in the open streams. The latter will be also useful in the discussions with outside agencies on the results obtained from surveys and monitors. |
