AbstractSome roads in Thailand were built for serving the increased traffic and increasing the agricultural product on those roads influence area but in fact some were not. This may be caused by lack of co-ordinate with other contributed agencies in planning phase. There is also lack of evaluate phase of the past highway investment and less budget on highway maintenance. This study will concern with studying and evaluating of the highway construction and maintenance policy in Thailand, and studying the process of highway construction and maintenance planning, criteria for project priority. This study also include the effect of other highway function such as geometric design, highway operation and highway finance to the highway construction and maintenance policy. Sign diagram and feedback loops are constructed to explain the relationship between highway construction and other concerned functions. Also the study mentions about effect of oil crisis to highway construction and maintenance policy.
